If you want to try Joomla, you can either set up a local server on your PC (recommend WAMPServer on Windows, there are others for other O/S's) or setup a free site at http://launch.joomla.org - the web host for the free site is CloudAccess in partnership with Joomla.
In terms of hosting I'd recommend you investigate VPS rather than shared hosting only for the fact that the server resources are more dedicated to only the sites you hosted under that plan, rather than shared hosting where there might be hundreds of sites on each server, battling for the same limited resources.
