Allow url fopen: No
This setting, allow-url-fopen in php.ini, should be Yes. If you have access to the cPanel page provided by your host, go to the Software section, then 'Select PHP Version' and the tab 'Options'. Tick the box 'allow_url_fopen'. Otherwise ask your host to do that. Some hosts may claim that this selection is a security risk but that is definitely not true.

Set 'Error Reporting' to 'Maximum' to display all errors while debugging.

Go to the Logging tab of the Global Configuration and select 'Log Almost Everything'. Error messages and PHP call stacks will then be written to the log file administrator/logs/everything.php. Post the messages here for advice.

The section Folder Permissions lists a number of folders with 775. The folder permissions should be 755.

According to the FPA, the website has an .htaccess file but 'Use URL Rewriting' is not selected in the SEO section of the Site tab of the Global Configuration. That option is usually turned on to remove the index.php part of the URLs.
