It's been awhile since I developed my own templates like this.
I create my own install packages now.
I don't know if this has consequences later on!
But a quick test showed you can still copy & rename.
Copy and rename: ~/templates/cassiopeia
Copy and rename: ~/media/templates/site/cassiopeia
Open ~/templates/yourtemplatename/templateDetails.xml and replace cassiopeia with your template name.
Login to Joomla admin and go to System > Install > Discover
Select your template and press Install.
Add/edit the files to what you want.
